On Monday, the Department for Digital, Culture, Media and Sport (DCMS) announced that Ruth Evans has succeeded Charles Counsell to take on the full time role of Gambling Commission chair.

Counsell took the helm in February 2025 following Marcus Boyle’s departure in January last year.

Evans, who chairs Stop Scams UK, an initiative she founded in 2019 to unite banks, technology companies and telecom providers to combat payment fraud, will assume the position on 30 September, commencing a five-year term.

Prediction market volume attributable to “takers”—recreational and retail traders who pull liquidity from exchanges—is forecast to reach $190 billion this year.

That estimate arrives courtesy of Macquarie and is well ahead of the research firm’s previous estimate of $169 billion in 2026 taker volume.

Takers is a prediction market industry colloquialism for the market participants that swiftly fill buy and sell orders, thus removing liquidity from the marketplace. Conversely, makers are the market participants viewed as liquidity providers and professional or sharp money.

During the lawmaking process, Full House’s exclusivity was stripped in favor of welcoming any company currently licensed as a commercial casino in the US to bid on the possible license. Lawmakers also threw in a one-time $150 million fee for the concession and a mandatory investment minimum of $500 million, all but ending Full House’s interest.

“The bill changed many times. We make money in Rising Sun. We always have, not a lot of money, but we make money. We continue to make money in Rising Sun. And we will continue to do that for our shareholders, as well as for the good of the state,” Full House CEO Daniel Lee said in March.

If any county approves its local casino referendum, the county government would be required to conduct a request for proposals and submit a winning project to the IGC.
